The Great Lakes Naval Training Center is not too far from SFGAm. Perhaps this event coincides with graduation, in which families and graduates would be offered to visit the park. I don't think it's an event in which the park is bought out, but I'm not sure.

Navy Personnel get a discount on tickets. Thats about it. I'm not sure if they get picnic grove use or not.
