I think considering that JPM is no longer with them, you can expect a lot of changes. Obviously Love at First Fright will return, and the parks facebook page implied Necropolis would be back, plus Susan Rosan obviously in the pictorium. Plus they put a costume design sketch that appears to be some kind of skeleton man up as well. If you haven't seen it yet. Check it out. I think you can expect details soon.
Mayor Slayer and the Trolls are both characters that are copyright JPM so they are both gone. No big loss though in my opinoin, Yes the mayor was an iconic character, but the event really needed to be changed up after the same things for the past several years.

From what I've heard JPM's contracts don't allow anyone who worked for them to work for the park for a certain amount of time. So It would be safe to say that no actors are coming back and it will be a fresh cast unless my sources.
Overall, over the last few seasons, Fright Fest has been going down hill IMHO each successive year. If it's worse yet again this year, at least it won't be much of a surprise, but instead what is the normal trend.
Even if it does suck, there is at least one improvement. Looking on the bright side, they've found a place for Susan Rosen to have her show inside instead of the usual outside w/ the weather elements.

...We already have Dr. Fright. He's been the lead singer of Dead Man's Party since 2006. That's not to say that they couldn't start using him in promotional materials though.
^Im new to this stuff, so im still kindof confused. What is all this Mayor Slayer talk? I can assume that he is a charecter that shows up and tries to scare people at random places at the park. But what all goes on during fright fest? I mean i know that its themed to be all scary, but like Are there any haunted house attractions?(i sound stupid to ask)
Mayor Slayer was positioned in Necropolis which the entrance is by Loggers. There are 2 haunted houses that you can get a package which is both of them for was it 15, correct me if I'm wrong because I don't go in them so I don't remember the price or 1 price for each. There are/were 3 haunted trails...Necropolis and Rise of Demon (I don't think is coming back but was there last year) and Area 51. There's 3 neat shows to see which are Susan Rosen the hypnotist, Love at First Fright which is in the Grand Music Hall and Dead Man's Party which was in the Snowshoe last year.
There's quite a few scareactors that walk throughout the park. Clowns by Mardi, the 7 sins last year in Orleans, Tinsletown Terror over in Southwest. Area 51 by Bugs Bunny National Park and the Demons over by Demon. Of course most of that is going to change except for the shows and Necropolis. I don't know what scareactors will be back. It's quite fun, there's alot that changes from the regular park to FF.

Mayor Slayer is like the main guy for Fright Fest, and the mayor for the town of Necropolis. Besides what JackLuver said, for Chubasco they make it dark with a light show and music, for Rue Le Dodge they put in blacklights, and have darker type of music along with some body parts on tables, and for East River Crawler they play Purple People Eater, and again have some disco type of lights. For Orbit, they usually have a strobe on it. For Demon, they basically have all the lights in the area be red. For Whizzer, they have Predator guy themed to the Swamp Thing (a statue in the ride), and they have a table with lab equipment in line, plus there are some green lights along the way. For Fiddler's Fling, they call it Fiddler's Flung, and have scarecrows / heads on the back wall. All the lamp posts in the park are orange, red, purple, green, or blue except towards the front.
Some lights in some restaurant areas are strobe lights (just flicker on and off). There are certain animatronic skeletons that move with music like the guitar guy, the Terminator skeleton, the skeleton with the hat / beating heart, and the skeleton that tells jokes. In the front of the park where there are flowers, they put dirt in there, and you have all these tombstones with skeletons. The tombstones usually rhyme or are funny. They put King Kong (an inflatable monkey) on Sky Trek Tower. They put 3 or 4 Spiders on American Eagle.

Oh, I forgot some stuff. For Condor, 2 years ago, they called it the Birds and had birds on the railing, shut the lights off on it, had some fog, and had a different program. Last year it wasn't working during Fright Fest because they put the inflatable monkey on it because Sky Trek Tower was being repainted at this time. So, my guess considering I know that Sky Trek Tower is closed from Labor Day on considering people at the park were telling people that, Condor probably should be open. I just don't know if they will have the Birds or not. For Ricochet, they don't really do much, but change the sign, and have some decorations in line like body bags. They call it Ricoslay.
Revolution was called The Pendulum, and they have some stuff underneath the ride, and it also had a different program. And I think that King Chaos also had a different program. Area 51 is of course an alien area, and they had military trucks around the area. One year, they even had a tank, but last year it was in the tiny kids area, so they didn't have much there. They have a ufo, and before they had military people. Area 51 is an area, and than as Jackluver said they have a separate type of pay trail in that area. That's where they put the Terminator skeleton.
Last year, they were giving away free candy near the kids area in Yukon Territory. They were giving it to anyone. Yeah, and why not. Everyone pays admission.
For seven sins area, they have these houses (like the one they have now), and I forgot what all of them are (Pride, Greed, Gluttony - If these are wrong, sorry I don't know all of them) but it's just small little scenes here and there in those small houses. In Necropolis (the free area / picnic grove), they do have a Haunted House there as Jackluver said before, but they also have these small scenes around that area in which you can look at.

This now sounds amazingly cool. I need to make atleast a few more trips to fright fest now. I was only planning one before. Also... Free candy? OMG, i know where im going to hang out if i ever need a quick rest...
If you want to make a few trips before FF, I suggest go this weekend because then the park is closed to get ready for it. Saturday and Sunday are the only two days that it's open this weekend. I hope you enjoy Fright Fest, it is a lot of fun.
^The park is closed for a reason, and it's not really to get ready for Fright Fest (on the weekends) even though I probably thought that 5 years ago. It's really because they know that they aren't going to get many regular general public people in the end of September, so than they close it down to the public, and have private groups those weekends they aren't working. I would assume during the week they are putting the blunt of this stuff up! Really though, you know the picnic grove could potentially close to put the stuff there on the weekend if they wanted to, and the Haunted Houses are inside (arcade / picnic grove), so it doesn't matter if you have people in the park anyway. The Grand Music Hall has been closed for awhile, and inside it could have the sets for Halloween up already along with people getting ready for rehearses.
And for the first week of October, on that Friday I think they always have a B96 party thing, and season passes can't go to that. You have to have a ticket. At least that's what they did in the past, but it is really a bummer that 3 days in September are closed, but I would betcha you would get a lot of riding. One year around this time, I went to St. Louis on the weekend, and it was empty like anything.
