The spots on Deja Vu actually wipe off, it just needs a good wipe down. No new paint. Find a support thats within reaching distance (exit of Cobra Roll) and wipe your finger across the spot, and you will see it comes right off.
Actually, the last time I checked the supports on DV out it looked like they just used up shockwave's old paint. It just so happens that the blue shockwave had and the blue on DV were different. a really cheap oops cause I'm guessing they arent gonna repaint it anytime soon.

It can't be old paint left over from Shockwave, paint wouldn't just wipe right off like it does. My guess is whatever they put on it before they painted it at the factory is coming through the blue paint. I know its not Shockwave paint because Magic Mountain's has the same spots, only difference is there's aren't as obvious as ours since theres not as many.
It can't be primer, primer doesn't wipe off, it sticks like paint. I think its some form of grease that was either applied for some reason, or has splattered on it from the train. I recall reading that on one DV, something came off the train (something like hydraulic fluid or something) and got all over. I have no clue if it's true at all, in fact I doubt it is, but possibly its something like that, and the blue from the paint bled into it, making it look like splotchy paint.
No it doesn't come off in the rain, it's kind of odd actually. And yes when you do wipe it off the regular blue paint job is still intact underneith.If you look at the cobra roll exit supports that are within reach from the line, you will see lots of people have wrote and scribbled on the support with thier fingers.
The fact you can rub it off with your finger, but rain won't effect it, makes it seem more likely that its just grease from somewhere. Next time someone goes, take a bunch of water balloons filled with soapy water and throw it at it. It should clean it right up!
It's been working fine for me lately, I haven't seen it closed a whole day in awhile while I was there. And we are talking about fixing a paint job...rocks would not help.
I always look forward to Fright Fest. Not a fan of their theming generally during the year -- SW Territory is the only section I think was done up right--but during FF they do a nice job theming.
