That is for headline news.
If you want for a RSS for all forum posts just remove the ?f=11 and it will do all public forums.

Cycamps, RSS feeds make it possible to keep up with news and blogs from sites on the web. When you subscribe to a feed, you're updated with it once it is posted so you don't have to go searching. It will let you know when it's updated. I personally never got into it since I don't read news or blogs that often.
