It wasn't hail, it was graupel.. Just frozen precip.

Hail is acually formed by updrafts in thunderstorms..

Here is an image of the RUC analysis right now, (a bit old, I suspect the freezing layer might have been deeper) but you have that area of below freezing temps above the surface. The precip originally fell as snow, then fell into a warm layer, and then into a cold layer. The cold layer is circled in dark blue. The line of 0 degree C temperature is in light blue.

I acualy think I have to correct myself, I think you got sleet or freezing rain, not graupel.

Definately not hail, Id have to say that Aero is right by saying thats Freezing Rain or Sleet.
