It depends on how the cranes maneuver around. Since Leviathan has a station away from the rest of the ride it can be started much earlier. I'd expect to see X-Flights station and other buildings around the time the track is almost, or completely finished.

As others have said, the park said station work will start this week. The quote came from someone who's been with the park for 35 years and has overseen the construction of other coasters within the park. I'd think he'd know what he's talking about.

How I found this out, watch the videos I linked to in order, the first one shows one crew member on each side in the back. Now in the second video, as the train is leaving you can see another crew member in the front....so you can only assume there's another on the other side of the track.
I'd guess around 10 plus the white hats, at least as far as Ironworkers. Looks like 2 guys in each manbasket pinning and bolting the sections in the air, 3-4 riggers on the ground plus the 2 crane operators.
Of course there are plenty of other trades around also doing other stuff. So actually I'm going to simplify my answer. There are enough people to do what's needed

Bull ran for exactly one day without the trims, and it was not a public operating day....
The airtime was actually pretty spectacular. Now if you get a ride with no trims, it's only cause the train is already going slower than it should, and already slower than the trims would make it.

Before the park opened in 2006 I had the opportunity to ride Bull with no trims and an all nylon-wheel train. Needless to say it was a totally different ride, almost blacked out in the final stretch. You could tell just by looking at it that it was going twice as fast for most of the ride and that was with an empty train! I don't think people realize how much of a difference it makes, you put all nylon wheels on any B&M and it's a totally different ride.

Oh wow, I bet that it was a big difference. So they added them in '06?

Sooooo... I'm sure there's a lot missing still - but what are your initial thoughts on the water feature? Do you think there's still more to be dug up and/or cleared? Or is the dirt still there, so that the crane can maneuver more easily?...
Am I correct to assume it will be during that turn, after the immelman? Currently, it looks like only a few feet wide of a space for water?... Just voicing aloud here...
