Board merging and a new board

My first idea would be to merge the problems and suggestion forum, because they're basically the same. Next, make a new board called "Official Announcements" where only mods/admins can make new threads, so none of the important threads will get lost. You could change the subcategory to "Site Forums" or whatever. Meh, just an idea.
