I say it could be built, it's possible....I beleive there's a coaster that already is over a rapids ride at another park, not sure which one though...
I say fight for 125 or higher...how much of a fight was put up when Raging Bull was proposed? The queue can be re-worked, there's room there...thus making backdoor maintenance for the Rapids ride untouched...the heights of the coaster elemets above the Rapids would depend on a)how tall the coaster is b)how much head space is between the rapids ride and the track that crosses over head. I didn't realize that the Station was on top of the reservoir for the ride, it can be right next to it, or perhaps the station can be built over the reservoir? When a park adds a new coaster or any ride for that reason, they usually a) find a open patch of land in the park, or in the parking lot(NOT SFGAms case) b)Remove a few rides/shows for the new attraction(SFGAm has done this before) or c)Move some rides to another section of the park(SFGAm has done this too) d) build over an existing ride, if possible.
