They probably used concrete in SW territory only to match the theming
If they were trying to match the thememing it would be dust paths.
Just pointing out: HH is also concrete...Most probably because Asphalt would be scorching.
That is THE reason that it is concrete. I beleive I read somewhere that it is a special compound of concrete though.

Ouch... imagine walking barefoot on asphault.
Except that wouldn't be ADA compliant, (and who wants dust paths, really?) so the concrete is close enough.
