Actually, it's a program Six Flags started about 15 years ago that was designed to move rides around from park to park every year. For example, some particular ride would be installed at Great America and a similar ride would be installed at Magic Mountain in the same year. The next year, Great America and Magic Mountain would swap those two rides. By doing so, both parks have a "new" ride to market, but Six Flags only has to pay for transportation and minor construction costs rather than the cost of buying and building completely new rides.

^ And it stinks to have an attraction you liked, moved only to get another attraction you like built, only to get moved again. However, from what i understand, this idea has never been taken to this degree.
RIP: Trailblazer and Deja Vu...heck, even Alien Encounter
And it was a killer on some of the rides. Probably why B:TE was really rough, Greezed Lightning needed PGA's Tidal Wave's loop and why Flashback is in bad shape.
I just hope they rotate KINGDAKA from GADV or Superman and X from Magic Mountain it would be cool to see these rides being put in GREAT AMERICA but I doubt SF will ever do that because of the 300ft restriction stupid GURNEE VILLAGE BOARD rule X maybe.
It doesn't matter what the height limit is, they didn't use the ride rotation for popular coasters, they used it for coasters that weren't often visited.
