is there a way to get a tram in rct3 like you could in rct2? where you can have a whole bunch of people to come into your park at once?

No, there is not a cheat to have the large sum of people enter the park at once.

I think that the 3d was a great idea for this game but to build the rides I wish it had the 2d.

You can switch the camera to isometric, and that will give you the same camera angles that RCT2 had.

I got a e-mail from Atari today they said that my grphics card does not meet the requirements.

Yeah, RCT3 requires a strong computer.
It sucks.
To play it well, you need like a computer with more than 512 MB or memory and an ATI and other good brand graphic cards with at least 64 MB
