Adobe Photoshop with Adobe Imageready is pretty nice.

As for Imageready and photoshop, you might be able to get free trials (http://www.adobe.com), also try getting macromedia flash and fireworks (http://www.macromedia.com).

^Yes you can get free trials for photoshop. Its a pretty cool program.
